Treasury and reserve receive 10% of ALFA's indicative allocation. The category signals an intended resource, but its name does not explain what can be spent, who can approve it or which liabilities it supports. Those decisions need a treasury policy before a token balance can become an accountable operating resource.
Define the treasury's purpose
The first question is what the treasury is for. Platform development, service delivery and contingency may each require different approval conditions. The policy should identify permitted uses, prohibited uses and the entity responsible for the resources. ALFA's current whitepaper leaves the final wallet controls and approval process to be completed.
A reserve label should also identify its unit. Holding ALFA tokens differs from holding cash available to pay a supplier. A treasury report should not collapse token units, bank balances and project assets into an apparently interchangeable pool. Each has its own value, restrictions and obligations.
Separate a budget from a signature
Budget approval and execution are different acts. A valid supplier expense might require an approved agreement, confirmation that work was delivered and a payment authorisation. The person or system signing a wallet transfer should receive enough information to verify those conditions without becoming the sole judge of commercial purpose.
The control design needs a way to replace an unavailable signer, respond to compromised access and preserve the decision record. Multiple signers may form part of the design, but their number alone does not establish independence, competent review or an appropriate recovery process.
Reconcile across the right entities
The whitepaper distinguishes token-sale proceeds, platform revenue, aircraft lease income and project-company revenue. A project budget should therefore remain with its named sponsor and financing structure until an agreement establishes a different relationship. The ecosystem narrative does not make those amounts ALFA treasury assets.
Within the digital programme, a reconciliation should connect approved transactions, wallet movements and the accounting record. Transfers between controlled addresses should remain identifiable as internal movements. A new address does not mean a new source of revenue, and moving tokens does not automatically mean an expense has been settled.
Explain material decisions in context
A useful treasury update reports the entity, period, asset units, opening balances, receipts, disbursements and closing balances, with material commitments and exceptions. It should explain significant reallocations and the authority behind them. Sensitive commercial details can be handled proportionately while still making the purpose and size of a decision understandable.
Readers should be able to ask a concrete question, such as why development resources moved to a service provider, and find a corresponding explanation. That is the operational meaning of stewardship. The proposed 10% allocation becomes informative only when it is connected to the people, policy and records that govern its use.
