A development model may move quickly from commissioning to a stable production rate. The actual operating system has to coordinate people, equipment, feed and support before that rate is dependable. The owner's decision is how to define a credible ramp-up case and what resources are needed when one part of the chain develops more slowly than the rest.

Describe the sequence of usable capability

Mechanical completion, tested equipment and a coordinated operating service are different milestones. The ramp-up plan should identify which systems become available together and which require further acceptance. CIM's processing guidance links the level of study confidence with the supporting design and test work. A hypothetical plant might be mechanically ready while the sampling laboratory or maintenance workshop remains incomplete. The operating forecast should reflect the consequence. A schedule that treats each package as independent can overlook the interfaces that determine when useful production can begin and how reliably the early output can be measured.

Find the opening bottleneck

The team should examine the full route from extraction through saleable product and delivery. During early operation, the constraint may differ from the one expected at steady state. A limited feed supply, slow analytical turnaround or insufficient trained coverage can govern the rate even when the main equipment has spare capacity. The owner should assign a specific response to each plausible constraint. Investors should ask whether the model includes temporary support and operating inefficiencies that the ramp-up plan anticipates, with evidence distinguishing supplier expectations from performance that the project has actually demonstrated under its own conditions.

Keep acceptance tests separate from commercial targets

Tests should establish agreed technical outcomes under defined conditions. A production target should not change those conditions after the results are known. The acceptance record needs the feed, operating duration, interruptions and measurement basis. Process specialists must determine the appropriate test programme for the actual installation. A successful isolated test may leave the ability to sustain a complete operating cycle unresolved. The owner can preserve that distinction in milestone reporting and payment decisions, making clear which obligation has been demonstrated and which part of the operating case still depends on further evidence.

Fund the period when cash generation is uneven

Opening inventory, consumables, extra technical support and delayed customer acceptance can affect the cash requirement. The funding model should follow the ramp-up sequence rather than assume immediate steady-state receipts. Investors can compare plausible delayed cases without turning them into predictions. Owners should define escalation triggers, including the point where a revised operating plan or additional investigation is required. A credible ramp-up case acknowledges that production capability is assembled through connected services. It gives management a way to prioritise the next constraint and provides financing partners with a transparent account of the resources needed before stable performance can be claimed.
