Three bids arrive for the same request, but the prices differ sharply. One includes installation, another assumes customer labour and a third excludes testing. Ranking the totals would compare different jobs. Procurement adds value by establishing a common commercial basis before deciding whether the lowest figure represents efficiency, a narrower scope or an assumption the buyer cannot support.
Build the comparison carefully
A bid comparison can list required outputs and identify where each supplier includes, excludes or qualifies them. The exercise should focus on consequential differences rather than formatting every sentence into a large table. It gives technical and commercial teams a shared view of what each price actually purchases and which additional costs the buyer would still need to carry.
Ask before adjusting
The buyer should seek clarification rather than silently estimating a supplier's missing scope. An exclusion may reflect a deliberate operating model or an incomplete understanding of the brief. The supplier can confirm whether it is willing and capable of providing the additional work, allowing the revised comparison to rest on an offer the company has actually made.
Preserve genuine alternatives
Not every difference should be forced away. A supplier may propose a different method that achieves the required result more effectively. That alternative deserves its own assessment, with clear explanation of the tradeoffs. Standardising the comparison should help the buyer understand innovation, not eliminate every variation merely because it does not resemble the original specification in form.
Decide on the delivered result
The final recommendation should explain total responsibility, remaining buyer obligations and the main reasons for choosing the offer. This makes the decision easier to implement and review. A low price becomes compelling when it belongs to a complete, executable assignment, rather than when missing work is transferred unnoticed to the operating company after the procurement team has recorded its saving.
